When we were first getting our homestudy done, the only issues were what our religion was, and if we would agree NOT to take a foster child to our church if the bios were against it. That was not an agreement I was willing to make, and that was noted in our file. That merely ensured that children whose parents may have objected to our religion would not be placed with us.

As to concerns about abuse allegations, I believe that if you document any incidents carefully, and follow up medically as appropriate, you will not have problems. Make sure you diligently report things to your kids workers to keep yourselves protected.

We did foster to adopt of kids that already had TPR because we did not want to deal with bio parents. It was frequently hard to remember that they weren't ours and that I had to report things. When our FS had to go to emergency and get 9 staples in his knee, they didn't even follow up with us on it.
