Thinking this may be one of those times where you refuse to accept no. I have been told no a number of times, and accepted it, because I was tired of the fight. Then, I went home, got some sleep and decided to return the next day and insist on seeing the individual that would say yes to my request/demand. Funny thing is it's worked every time. Drives folks nuts when they ask, "How can I help you?" and you answer, "I'm looking for the person who is going to tell me yes." It works to be a pain in people's behind.

L2 sounds completely overwhelming. Both of you deserve the child care. Don't allow the worker to have you waiting endlessly for a reply. And if for some reason her supervisor doesn't consent to the referral, go above that individual. The socialization involved, and the retnention of your sanity, are worth it.
