I have never heard of this, and personally find it very odd. If bmom's parental rights have been terminated, how and why should she have any say-so in what is an appropriate placement for her likely abused and/or neglected child/ren? Sounds nuts, actually.

All right..let's give her the benefit of the doubt. No...can't do it. My bad angel is suggesting things like "I promise to feed the children, and you won't have to worry about it being dogfood. I won't leave them alone, locked out of the house in the rain, so don't worry about that. I promise not to let them drink or do drugs until they are at least 13. I won't pass out on the couch and forget them. Oh, and I'll be sure my husband knows he is not to "mess with" them."

Doesn't work for me, but maybe I am entirely too cynical by now.
